Bringing the community together

Insha-Allah, with the assistance of Allah, Glorified be His Name, and help from our fellow Muslims, we intend building a Masjid and Madrassah in Albertville. The Masjid will not be lavish, nor very huge, but appropriate and conducive to the needs of our community.

We hope and ask Allah to establish in our hearts the importance of Salaah, which is widely neglected by Muslims. Allah-Willing, the establishment of a Masjid in our area will act as a constant reminder for people to observe their daily prayers.

To Date Albertville Jamaat has done the following:

  • Paid 10% (R140 000.00) of the asking price, R1.4 Million
  • Minor Alterations
  •  Ensured that Electricity And Water Supply is restored
  • Met with the Architect whom is in the process of “working” on the  plans

Previous rezoning application/s, complexities & objections

Rezone Application in 2007/8

  • Shortly after registering AMJ as a section 21 company in 2006, NCEDISA & ASSOCIATES cc, TOWN AND REGIONAL PLANNERS, ARCHITECTS (hereinafter referred to as NCEDISA) , were approached to advise and assist AMJ with the rezoning of ERF / STAND 1534. Frequent meetings between NCEDISA and AMJ were held discussing the procedure/s, how to apply, effect and implement rezoning of a property for religious purposes.
  • NCEDISA subsequently started the legalities and administration procedures of the rezoning process (advertising etc.)
  • The cost of this rezoning application was paid. These costs included all administration fees as applicable and as advised by NCEDISA
  • NCEDISA subsequently advised that during or after the first advertising of AMJ’s intent to rezone above mentioned property, three to six objections were received (NCEDISA failed to clarify the number of “objections”)
  • Please refer to Letter from NCEDISA & ASSOCIATES (below)
  • Reasons for these objections were noise pollution, traffic congestion and an influx of crime!
  • NCEDISA advised that meetings, addressing the issues and concerns, will be held with the objecting individuals.
  • AMJ were informed that due to the objections, the issues or concerns raised by the objecting individuals had to be addressed first before re-advertising could commence, before rezoning can be effected. AMJ accepted this information. This occurred during 2008.
  • Anticipating a response with regards to the meeting, re-advertising and rezoning of the abovementioned stand or property, no explanation or any notification was forthcoming or provided to AMJ.
  • AMJ awaited feedback and enquired from NCEDISA but no information with regards to the rezoning was provided.

 

  Newspaper publication in 2008 

  • Due to no response or any notification regarding AMJ’s rezone application of 2007/8, the ward councilor for the area was approached and the rezoning issue was discussed.
  • As advised by the ward councilor a news article was published in THE NORTHCLIFF-MELLVILLE TIMES in mid November 2008
  • The publication was done with the intention to publicize AMJ’s intentions to the communities of Albertville and surrounding areas. The publication’s aim was to not only to publicize AMJ’s intent but to address concerns raised with the previous rezoning application.

  • Responses, both opposed and offering support, were printed in subsequent publications.

Rezoning Application of 2010/2011

Summary of cost for Re-application of Rezoning

  • Due to objections and City Of Johannesburg requirements for a Rezoning application to be processed, AMJ had to Re-apply for Rezoning of ERF / Stand 1534
  • Payment of R3757-00 paid to City Of Johannesburg (Rezoning Application)
  • Mandatory Advertising of “Intent to Rezone” as per Council (City Of Johannesburg).
  • As required, advertising to be reflected in two local newspapers (Beeld and The Citizen) as well as the Government Gazette. Adverts on Page 21.
  • Application and payment to convert current electricity supply (1-phase) to 3-phase electricity supply. Cost of Application including installation R32324-00 (Proof of payment below). Electricity supply application on Page 21.

Rezoning Update:

Due to City of Johannesburg legislation and a petition against the building of a Masjid in the area, the townplanner, on behalf of Albertville Muslim Jamaat, had to supply details with regard to parking space allocation, loud azaan (athaan) as well as the number of Madrassah students. All this details has been supplied to the townplanner and handed over to the City of Johannesburg.

Meetings has been held with the Rezoning Committee (City of Johannesburg) and AMJ is at present still awaiting final rezoning approval as well as Masjid architectural plan approval.
